QLD:LNP eyes Sir Joh's old stamping ground

BRISBANE, April 15 AAP - Queensland's opposition Liberal National Party is eyeing a
comeback in the conservative heartland seat of Nanango, being vacated by independent MP
Dorothy Pratt.

Ms Pratt has announced she will not be standing for Nanango at the next state election.

LNP leader Campbell Newman said the party had already preselected Deborah Frecklington
to contest the seat.

"She's a terrific young woman, she's a lawyer, she's been active in the community and
she'd be part of a strong united team," Mr Newman told reporters in Brisbane on Friday.

Nanango would be a special prize for the LNP.

The seat was created from the old electorate of Barambah, best known as the stronghold
of conservative stalwart premier Sir Joh Bjelke-Petersen

Sir Joh was Country Party and National Party premier of Queensland from 1968 to 1987.

The seat is a must-win for the LNP if it wants to take power in the next election due
in March 2012, but Ms Pratt said she hoped it would be held by another independent.

Ms Pratt was first elected to state parliament for Barambah as a member of Pauline
Hanson's One Nation Party in 1998.

That seat was later abolished and swallowed up by Nanango, which Ms Pratt won as an
independent after leaving One Nation in 1999.

She was re-elected in 2004, 2006 and 2009.

Ms Pratt is disillusioned by the political system.

"I had such faith in democracy as they say, but I am now under no illusion as to the
fact we don't have it in Queensland and we don't have anyone who really wants to ensure
that we do in the future," she told ABC Radio.

NSW:Fireworks bash will be 'best' yet

SYDNEY, Dec 29 AAP - From Oprah's O to gasps of "Oh my"... Sydney's New Year fireworks
extravaganza are tipped to be the envy of the world.

More than $5 million has been lavished on what's being billed as the city's best party
since the 2000 Olympics.

A glittering red and white waterfall will cascade from the Harbour Bridge as a centrepiece
of celebrations across the city.

More than 1.5 million people are expected to flock to the foreshore with forecasters
delivering welcome news that 2011 should arrive under clear skies.

The bridge will also be adorned with a firework bow tie as more than 7,000 kilograms
of explosive devices are used in its "best celebration to date", organisers say.

The O in lights which welcomed TV chatshow queen Oprah Winfrey to Sydney will be on
show again but in a different guise, they added.

With fireworks technicians increasing their contract to $675,000, NSW Premier Kristina
Keneally said the cost was worthwhile as revellers would inject $150 million back into
the local economy.

Bumper crowds are also expected at nightspots in Darling Harbour, Manly and Bondi with
clubs and bars expecting to sell out.

More than 2600 police officers will be on patrol across the metropolitan area, with
most of them stationed at the harbour and beachside locations, and at public transport
hubs.

Festivities on the foreshore get underway from 5pm (AEDT) on Friday, with an acrobatic
aerial display before digital video projections on the North and South pylons get events
on the bridge underway.

As crowds continue to swell, the party continues with an indigenous smoking ceremony
before the eagerly awaited family fireworks begin at 8.40pm.

The Make Your Mark-themed firework display will follow at 9.08pm until midnight, while
a parade of more than 50 vessels make up the Harbour of Light Parade.

More than 10,000 pyrotechnic shells, 20,000 shooting comets and 100,000 individual
pyrotechnic effects will be fired from the bridge throughout the evening.

Extra buses, taxis and trains are being put on to deal with the deluge of people amid
road closures across central areas.

Ms Keneally warned the public to plan ahead to avoid chaotic scenes as they try to
get home afterwards.

"I encourage everyone to plan ahead, take public transport, and buy a return ticket
to avoid the queues when heading home," she told reporters on Wednesday.

Sydney New Year's Eve Fireworks director Fortunato Foti said everyone will get a good
view wherever they stand.

"That's the great thing about these fireworks," he told reporters on the harbour on
Wednesday. "They are the envy of the world."

But organisers are staying tight-lipped on what's planned for the fireworks' crescendo
at midnight.

"You'll find out after midnight on New Year's Eve," creative director Rhoda Roberts said.

Celebrations in Sydney dwarf rival cities, with only 100,000 attending Paris fireworks,
while 700,000 revellers gather for festivities in London.

NSW: Prisoner took pleasure in confessing homicidal urges, court

SYDNEY, Aug 27 AAP - A Long Bay prison inmate who confessed he had homicidal urges
took pleasure in telling a psychologist he wanted to bash someone in the head with half
a brick, an inquest has been told.

Three days later, Michael Allan Heatley kicked his cellmate to death.

Craig Behr, 24, died of severe head injuries less than an hour after he was locked
in a cell with Heatley on March 27, 2004.

Heatley, a convicted armed robber, pleaded guilty to Behr's manslaughter and in 2006
was jailed for 18 years for the crime.

In an interview with forensic psychologist Danielle Matsuo on March 24, 2004, Glebe
Coroner's Court was told, Heatley said "he wanted to kill someone" and that he "had homicidal
urges".

In Ms Matsuo's subsequent report, she noted: "He took pleasure to describe how he wanted
to kill someone and how that urge felt".

She said Heatley had also remarked: "My little secret's out now".

Ms Matsuo's report stated her belief that Heatley would not need to be provoked into
killing someone and that he posed a genuine risk to other inmates.

"My opinion was he could not guarantee me, by his thoughts or verbalisation of those
thoughts, that he would not follow through with those words," she told the inquest on
Thursday.

Immediately after the interview, Ms Matsuo informed both Long Bay jail's deputy governor
Nigel Lloyd and assistant superintendent, Ben Martin, that although Heatley wasn't at
risk of harming himself, he was a serious threat to the safety of other inmates.

Ms Matsuo recommended that Heatley be put into a one person cell.

"I verbally informed them (separately) that he was not a risk to himself but a risk
to others and (should) be put into a one-out cell," she said.

She said she was assured by Mr Lloyd appropriate action would be taken.

"The only thing he said to me was that Ben Martin would get a copy of the report and
action would be taken," Ms Matsuo said.

"He did not specify what action."

Deputy State Coroner Malcolm McPherson is examining whether it was reasonable for Corrective
Services officers to have locked Behr in the same cell as Heatley.

In her evidence, Ms Matsuo said there were communication problems when trying to notify
prison management of a prisoner's risk to other inmates.

She said there were procedures in place for the notification of a prisoner's risk of
self-harm, but there was "no such documents for inmates who were a risk to others".

Counsel assisting the inquest Christopher Lonergan asked Ms Matsuo whether she thought
Heatley was manipulating her to get his own cell.

"I had considered that. There could be an element of manipulation but I was confident
the risk of him harming someone far outweighed any manipulation," she said.

The inquest continues.

Sixty-eight people have been caught with illegal drugs at a Sydney music festival.

Police using drug-detection dogs swarmed yesterday's Good Vibrations festival in Centennial
Park .. which attracted a crowd of 40 thousand.

By midnight they'd found 68 people with drugs including cannabis .. amphetamines ..

cocaine and ecstasy.

Most were charged with drug offences and some were issued with cannabis cautions.

Another 12 were charged with offences like offensive behaviour .. resisting arrest
and assaulting police .. and park rangers nabbed 140 for trespassing.

CANBERRA, Aug 29 AAP - Labor leader Kevin Rudd has challenged the prime minister to
a debate on industrial relations.

Mr Rudd yesterday outlined the second instalment of his industrial relations policy
and reiterated a determination to phase out Australian Workplace Agreements (AWAs).

Today, Mr Rudd said he wanted to challenge Prime Minister John Howard in a public debate
on workplace laws.

"Let's have a debate on industrial relations, let's have it now - himself, myself -
let's get to it," the opposition leader told ABC radio.

"I'm quite prepared to debate uphill, down low, every level of detail our approach
for an alternative industrial relations system as opposed to his."

He said the debate should be public, but he did not care what medium was used.

"I challenge Mr Howard to debate on television, on radio, on YouTube, wherever he wants
to have a debate."

Mr Rudd said it was clear the Australian public was screaming for a new industrial
relations policy.

"I think the mood of the Australian country is they want to draw a line in the sand
because they all know that Mr Howard's unfair industrial relations laws went too far because
he got drunk with power after the last election when he got control of the senate."

Vic: Teachers to secure ``crime scenes'' at school

MELBOURNE, April 15 AAP - Teachers in Victoria will be taught how to secure crime scenes
and report all incidents in a bid to stamp out sex assaults and abuse in schools.

The Crime Scene Investigation (CSI)-style initiative, to be finalised this week, comes
as News Limited newspapers reveal more than three incidents of school-based sexual assault
are reported each week.

The Victorian Centres Against Sexual Assault (CASA) Forum says recent incidents include:

* A girl, 14, allegedly raped by a male student in an equipment room at a Melbourne school;

* A girl, 15, allegedly raped by a male student on a school camp; and

* Girls being cornered on school grounds by male students and digitally penetrated.

Support groups strongly welcome the new guidelines, saying the real toll is higher
and increasing.

The state Department of Education guidelines are expected to provide advice for principals
and teachers on managing potential crimes, including sexual assaults, and securing alleged
crime scenes to preserve evidence.

News Ltd figures reveal 45 reports of school-based sexual assault to the department
between September 4 and December 31. Melbourne north schools have reports of 12 incidents,
the most of any area, followed by nine in the south.

CASA Forum spokeswoman Carolyn Worth, who said its centres helped students regularly
to overcome "very serious" sexual assaults, welcomed the move as there hadn't been a set
policy to follow and principals had had a lot of discretion.

A departmental spokeswoman said every case of sexual assault was taken "very seriously".

Rugby league great TERRY LAMB's pleaded not guilty to assaulting a fellow golfer on
a Sydney course.

45 year old LAMB is accused of punching club member GREG DAVISON at Cabramatta Golf
Course on October 27.

Mr LAMB didn't appear in Liverpool Local Court today .. his lawyer entered a not guilty
plea .. and the case has been adjourned to January 29.

Vic: Victoria-NSW border officially declared today

The land border between Victoria and New South Wales will be officially declared at
a ceremony today .. 130 years after it was first surveyed.

The 180 km stretch of border from the source of the Murray River to Cape Howe was surveyed
from 1870 to 1871 .. but the border between the two then colonies was never formally proclaimed.

And in late 2004 .. a team of surveyors trekked to the Murray's source .. in remote
country high in the Great Dividing Range .. to re-locate an original stone survey mark
and prepare for today's proclamation.







The border line is known as the Black-Allan Line .. after the two surveyors who first
marked the border .. Victorian ALEXANDER ALLAN and ALEXANDER BLACK .. of NSW.

The ceremony to be held this morning on the border between the towns of Delegate in
NSW and Delegate River in Victoria .. will be attended by dignitaries including Victorian
Governor JOHN LANDY and NSW Governor MARIE BASHIR.

A U.S. appeals court on Friday threw out new federal rules requiring anti-piracy technology that would have limited how consumers could record and watch their favorite television programs in the future.

The U.S. Circuit Court of Appeals for the District of Columbia overturned rules by the Federal Communications Commission that would have required certain video devices to have technology to prevent copying digital television programs. The court said the FCC overstepped the authority given it by Congress.

The controversial rules were challenged by consumer groups, including library associations. They complained that the FCC requirement would drive up prices of digital television devices and prevent consumers from recording programs in ways permitted under copyright laws.

The technology, known as the broadcast flag, would have been required after July 1 for televisions equipped to receive new digital signals, many personal computers and VCR-type recording devices. It would permit entertainment companies to designate, or flag, programs to prevent viewers from copying shows or distributing them over the Internet.

Entertainment companies said the technology was needed to block viewers from recording shows and films and distributing them free online.

Iran announces new delays at Bushehr nuclear plant - but denies Stuxnet link.(World)

Iran said its troubled Bushehr nuclear power plant won't go on line for at least another three months, the latest delay for a plant that is the centerpiece of Iran's nuclear power program.

The announcement in August of the Russian-built Bushehr's imminent commissioning created alarm in some quarters, with some analysts saying the early stages of the plant's operation could produce fuel suitable for conversion into a nuclear weapon.

Since, there's been growing evidence of clandestine efforts to disrupt Iran's nuclear progress. In particular, some Internet security analysts say the Stuxnet virus, a sophisticated program apparently designed to disrupt the sort of Siemens software used to control processes at the plant, appeared to have been targeting Iran's nuclear sites.

Expanded US sanctions

The announcement of the delay came as the US stepped up pressure on the Iranian regime, with Secretary of State Hillary Clinton announcing expanded sanctions targeting some of the most influential people in the Islamic Republic. The US said it would seek to freeze the assets of and outlaw business dealings with the head of Iran's powerful Revolutionary Guards, the country's chief prosecutor, and its intelligence minister, among others.

" 'On these officials' watch or under their command Iranian citizens have been arbitrarily, beaten, tortured, raped, blackmailed and killed," Clinton said. "Today we declare our solidarity with their victims and with all Iranians who wish for a government that respects their human rights and their dignity and their freedom."

There have been persistent reports that Iranian political reformers and activists have been tortured and raped while in detention. This week, family members of Hossein Derakhshan, an Iranian blogger who went by the online handle "Hoder" had been sentenced to almost 20 years in jail for "subversive" activities.

Though Ms. Clinton said the sanctions were a response to human rights abuses, however, the diplomatic backdrop is one in which Iran has continued to expand its nuclear program in defiance of US and United Nations sanctions.

Iran denies Stuxnet virus caused delays at Bushehr

Analysts are still trying to figure out exactly what is happening with Bushehr. Iranian officials have said the delays were not caused by the virus, though they indicated that it may have been found on computers at Bushehr.

Ali Akbar Salehi, head of Iran's atomic energy agency, told a government-linked news agency on Wednesday that while the virus had been found on the personal laptops of some technicians at Bushehr it hadn't spread to the facility's main computers.

"I say firmly that enemies have failed so far to damage our nuclear systems through computer worms despite all of their measures and we have cleaned our systems," he told the Iranian Students News Agency.

Nevertheless, speculation about who created Stuxnet and for what purpose is likely to continue. Internet security analysts say the complexity of the program indicates a government was likely behind Stuxnet's creation, and investigators told this paper that the virus appeared to be targeted at Iran.

Security analysts have long speculated that the US has been seeking to covertly disrupt Iran's nuclear program, though most speculation has focused on possible US efforts to covertly sell flawed centrifuges and other equipment to Iran, in an effort to slow down its nuclear enrichment program at Natanz, the key bone of contention between Iran and the US.

ARMY PLANS ELECTRONIC THREAT TESTS FOR DIGITIAL FORCE.(Army Task Force XXI exercise)

The Army is planning several electronic vulnerability threat assessments of its digital force before it is fielded in 2000, according to Brig. Gen. William Bond, director of the Army Digitization Office.

"During the Task Force XXI exercise we really did look at some of the (electronic threats) but the plan has always been to do a crawl, walk, run," Bond told Defense Daily during a recent interview.

Critics of Army digitization plans have cited electronic vulnerability as a reason the Army may want to move more cautiously in creating a fully digital force. The same critics, including some in Congress, said the Army's Task Force XXI Exercise--the service's brigade-size test of its digital force held last spring--did not adequately test the systems against electronic threats.

Bond, however, said that was by design. He said the service achieved its goal of establishing a functioning digital architecture at Task Force XXI and did limited testing of Global Positioning System (GPS), signal and operational security vulnerabilities.

For example, Bond said, the Army divisional advanced warfighting experiment (DAWE), a command post exercise held last fall, included hacker attacks and electronic jamming. In both cases, the digital systems proved robust.

"After two and half weeks [the hackers at the DAWE] were unable to get in, at that point we let them into systems to see if the detection tools would find them and to see how far they would get, The detection tools picked them up and and we were able to cut them off before they were able to level any of their markers," Bond said.

Bond said the most crucial electronic test for the digital force will come in FY '99 at the Initial Operational and Technical Evaluation of the digital intranet and its associated software. At that exercise, Bond said, all type of electronic threats will be permitted to play.

Bond conceded no system can deny all electronic threats, but, he said, the Army wants a digital system that will allow it to "manage" those threats. He said keys to managing threats will be building in fire walls and developing software that can detect and track electronic attacks so safeguards can be put in place to prevent future vulnerabilities.

Bond said the Army's digital intranet is in a "better environment" than open systems at military installations and the Pentagon. Both have been entered by hackers. He said the Army's closed intranet ultimately makes the system less vulnerable to hackers than systems on the commercial Internet.

On the battlefield, Bond said, safeguards would make it challenging for an enemy to capture an Army tank and use that vehicle's digital gear to access the intranet. He said safeguards include: the ability to remotely turn off digital functions if a tank is captured; password-access only systems; and the ability to "spoof" the information being sent to a particular vehicle. Also, Bond noted, a tank's digital system would have only limited local access to the battlefield intranet.

WGA's last-minute plot twist: scribes, producers talk into wee hours.

With Hollywood bracing for all-out war, last-minute talks on Sunday gave a slight hope that today's writers strike could be averted--or at least delayed.

A flurry of back-channel efforts to stave off a strike by the Writers Guild of America culminated in a Sunday meeting in Los Angeles that began at 11 a.m. PT--only 13 hours before the official start of the WGA strike.

Federal mediator Juan Carlos Gonzalez, who joined the talks a week ago, summoned both sides to the meeting in the wake of the guild's official declaration of the strike's commencement.

Sunday's last-ditch effort focused on those viewed as voices of moderation, such as "ER" show-runner and former WGA president John Wells. Conversations among key players from both sides focused on exploring possible concessions in hopes of luring the WGA back to the bargaining table and away from picket lines.

Among key players pushing to jump-start the bargaining process: CBS topper Leslie Moonves, Disney's Robert Iger, Fox's Peter Chernin and Warner Bros.' Barry Meyer.

In a potentially positive development, the closed-door talks were still in progress hours later.

Before Sunday, WGA members had been told they're expected to spend at least 20 hours a week on picket lines. The WGA East was planning to begin pickets at Rockefeller Plaza outside NBC this morning; the WGA West had announced high-profile locations for picketing including CBS Radford, CBS Television City, Culver Studios, Disney, Fox, Hollywood Center, NBC, Prospect, Paramount, Raleigh, Sony, Sunset Gower, Universal and Warner Bros.

Key players on both sides of Sunday's talks were not seeking to craft an entire deal--the talking points are too numerous and complex--but to at least delay the strike for a few days, to give negotiations another chance. The major focus appeared to be to get talks moving without the relentless saber-rattling that's dominated for the past year.

Both sides had descended into a bitter battle of words for the past several months amid little actual back-and-forth bargaining. Nick Counter, longtime president of the Alliance of Motion Picture & Television Producers, and WGA West president Patric Verrone have repeatedly taken potshots at each other--prompting worries that the relationship between the two men is so damaged that it's become much more difficult to start moving toward a resolution.

Most of the prior negotiating sessions have ended with both sides issuing vituperative comments. Often, the question of when the next meeting would take place was left unresolved.

Prospects for success out of Sunday's session were mixed at best given the rocky history of these negotiations. Additionally, the WGA was already in strike mode over the weekend--featuring a Saturday meeting of 300 strike captains at WGA West headquarters.

Though top execs such as Moonves and Meyer participated in the AMPTP's pre-negotiations presentation to the news media Counter in July, day-to-day negotiations were handled by Counter, AMPTP veep Carol Lombardini and the top labor relations execs from studios and nets. As a result, the AMPTP spent the first three months of negotiations with a revolutionary residuals revamp proposal that was widely derided by the WGA, leading to a 90% strike authorization.

By the time the AMPTP pulled the residuals revamp off the table on Oct. 16, relations between the two sides had soured enough to diminish the prospects of making a deal.

When the WGA took nine of its 26 proposals off the table two weeks later, Counter responded by saying that negotiations could not continue unless the WGA backed off on its proposals for increased residuals in DVD and Internet downloads.

For studios and networks, the key area for bending would most likely take place in new-media residuals and new-media jurisdiction. The WGA's seeking 2.5% of new-media residuals and TV minimums for work in made-for-new-media; the Alliance of Motion Picture & Television Producers is asking for the status quo.

Verrone emailed members Sunday, urging them to hit the picket lines.

"Pickets will be the most visible and effective part of the strike in the next few weeks," he said. "They make us visible in a way that is outside the AMPTP's control. They deter and often prevent scabs from taking our jobs. They disrupt production, especially when members of other unions honor our line. But most importantly, a large turnout of pickets demonstrates visibly and irrefutably to the AMPTP that we are serious about getting a substantive, fair deal."

Verrone also warned that participation is mandatory and asked each member to contribute 20 hours a week.

"If there is a personal circumstance making strike support duties impossible when requested, members are required to arrange alternate times," he added.

Jul. 21--Charles P. Kindleberger was born in 1910, during a mild recession, and died at 92 on July 7, during a period history will probably label a feeble recovery.

He witnessed 18 recessions, one Depression, five investment bubbles and five major financial crises -- and that was just in the United States. He watched the 1990s stock psychosis with a mixture of glee and foreboding and with all his money in a Neuberger Berman short-term bond fund, one of the most conservative investments possible outside a mattress.

Last summer Federal Reserve Chairman Alan Greenspan, in excusing the Fed's lack of action during the 1990s stock mania, declared that "it was very difficult to definitively identify a bubble until after the fact -- that is, when its bursting confirmed its existence."

He should have called Kindleberger.

The author of Manias, Panics and Crashes: A History of Financial Crises, Kindleberger was the foremost U.S. authority on the zigzag nature of asset markets and the attendant extremes of psychology and economics.

An emeritus professor of economics at MIT, Kindleberger wasn't 100 percent sure that the Internet, telecom, biotech, blue-chip craziness of the late 1990s was a bubble, but he had a pretty good idea.

I wrote a column on him in April 1998, when the Dow Jones industrial average was about 9,000 and the Nasda... composite index was about 1,800 -- both far below their subse...uent peaks. Kindleberger was e...ually baffled by a stock market that had blown past reasonable levels and a U.S. president who retained popularity despite having been plausibly accused of having sex with an intern.

"I've been saying the market's too high for three years," he said at the time. "It's like Clinton. Everybody thinks he's a jerk, but they keep voting for him."

The notion that human history is inevitable or predictable goes in and out of fashion and has faded recently. But Kindleberger's book shows beautifully that, for human investors at least, certain events are as sure as the shine on a bar of gold. In studying Britain's 1720 South Sea bubble, the 1873 German railroad panic, the 1929 U.S. stock market crash and two dozen other crises, Kindleberger discerned a common pattern, a set of steps as predictable as a seppuku ceremony.

To read Manias, published in 1978, is to read a description of the 1990s before they happened. All the hallmarks of a Kindleberger mania showed up last decade. It was as if he and the late economist Hyman P. Minsky, whom he cites, had choreographed the whole thing.

First came the "displacement" -- an unexpected development that alters the outlook "by changing profit opportunities in at least one important sector of the economy," Kindleberger wrote. The 1990s brought several displacements -- the Internet, the human genome project, fiber-optic cable, financial derivatives.

Then came a brimming money supply, thanks to Greenspan, who believed productivity gains had ...uashed the risk of recession and who unscrewed the monetary spigots as a result.

"Speculative manias gather speed through expansion of money and credit," Kindleberger wrote.

Then came the delirium.

As monetary-fueled spending booms, "positive feedback develops, as new investment leads to increases in income that stimulate further investment and further income increases," Kindleberger wrote. "When the number of firms and households indulging in these practices grows large, bringing in segments of the population that are normally aloof from such ventures, speculation for profit leads away from normal, rational behavior. ... "

Then came the fraud, courtesy of Enron, etc.

"Commercial and financial crises are intimately bound up with transactions that overstep the confines of law and morality," Kindleberger wrote. "The propensities to swindle and be swindled run parallel to the propensity to speculate during a boom."

Then, of course, came the crash.

It is fitting that Kindleberger outlasted the boom and lived to see its certain denouement. Unfortunately, he was e...uivocal about what to do now.

He discounted the possibility that central bankers can harmlessly nip bubbles in mid-tumescence, which should please Greenspan, who has been criticized for not doing so. But the timing and calibration of a post-crash monetary rescue, Kindleberger said, "is an art."

This, however, he knew for certain: We will forget the lessons of his book again someday, to the detriment of our wallets.
